SLEEPY HOLLOW, N.Y. -- Daniel Blum, president and chief executive officer of Phelps Memorial Hospital in Sleepy Hollow, is concerned about duplicate heath services being offered in Westchester.

"The development of the Westchester market with duplicate services is probably not rational," Blum said. "Certainly not over the long haul."

Blum, who had been Phelps' senior vice president since 2009, became Phelps' president this past December. He had worked at White Plains Hospital as senior vice president. He also worked for Stellaris Health Network and St. Vincent's Hospital and Medical Center.

Before going into hospital administration, Blum was a paramedic and paramedic instructor in New York.

Blum said in Westchester, the healthcare networks want to build out their own network systems in the marketplace.

"There will come a point I believe where the system will be rationalized and the network that each provider provides will become more discreet," Blum said. "Until that time, we're simply reduplicating services."

Blum characterized it as healthy competition in the healthcare market.
